AGREEMENT REACHED IN THE POLICE NEGOTIATING BOARD

           

1.       A PNB agreement has been reached on compensation for officers recalled from annual leave. This agreement is effective from 4 April 2001. Details are set out in the attached memorandum.

2.       This agreement requires amendment to police regulations or specific authorisation by home department circular and any approved changes will be promulgated in due course in Home Office, Scottish Executive Justice Department and Northern Ireland Office circulars. This PNB circular is purely advisory and does not confer authority* to implement the agreement.

* PNB Circulars form a single numerical series. Those which in themselves provide authority to implement an agreement carry the serial number alone, while those which are purely advisory are designated as such after the serial number.

           

  

MEMORANDUM

The following agreement reached in the Police Negotiating Board is submitted for the approval of the Secretaries of State.

 

The PNB agreed at its meeting on 4 April 2001 that, for all ranks below Superintendent, officers recalled to duty or required to work on days scheduled for annual leave should be able to elect for payment in lieu of the additional compensatory days or half days provided in Regulation 34, schedule 4, paragraph 5(1)(a) and (b).

In addition to the current provisions of schedule 4, paragraph 5(1)(a) and (b) the following provisions should be inserted into regulations:

Where a member of a police force has been recalled to duty from a period of annual leave for a period of 1 or 2 days (whether or not in the latter case those days formed a single period) s/he should be able to elect for 1 day’s annual leave and 1 day’s pay at double time in lieu of each day for which he was recalled; or

If he was recalled to duty for 3 or more days (whether or not forming a single period), 1 day’s annual leave and 1 day’s pay at double time in lieu of each of the first 2 days for which he was recalled, and 1 day’s annual leave and ½ day’s pay at double time in lieu of each such day for which he was recalled thereafter.

A day’s pay to be defined as 8 hours, or the equivalent in respect of officers working alternative shift systems or part time.
