Joint Central Committee

The Joint Central Committee elects four Office Bearers who, with the exception of the Vice Chairman, occupy full-time positions and work from the Scottish Police Federation's Head Office in Glasgow.

The elected post holders are;

  • Chairman: Inspector Norrie Flowers, Strathclyde
  • Vice Chairman: Sergeant Robert Milligan, Dumfries and Galloway
  • General Secretary: Constable Calum Steele, Northern Constabulary
  • Deputy General Secretary: Constable Raymond Pratt, Strathclyde
The JCC elect from their number Representatives to the Police Negotiating Board, the Police Advisory Board for Scotland, the Board of Governors of the Scottish Police College, the Police (Scotland) Examinations Committee and the Management Committees of the National Police Fund, the Police Dependents' Trust, the Northern Police Convalescent Home and the St George's Fund for Orphans and the Standing Committee of Police in Europe (Eurocop).

The JCC also operates the following Standing Committees; Efficiency, Conduct and Complaints; Legislation and Regulations; Operational Duties; Promotion and Training; Welfare and Federation Activities.
