Lothian and Borders Police have an establishment of approximately 2700 federated ranks. Federated members elect Federation Representatives from each rank i.e. Constables, Sergeant and Inspectors triennially to form the Joint Branch Board (JBB).
The JBB elect a Secretary, Assistant Secretary, Chairman and Vice-Chairman again on a three yearly basis. Meetings of the Joint Branch Board are held quarterly basis with the Scottish Police Federation holding its annual conference in April each year.
 At present there are eleven representatives for each of the three ranks within the service as well as the Chairman, Secretary and Assistant Secretary to the Joint Branch Board.
The Secretary of Lothian & Borders Joint Branch Board is Constable Jackie Muller. Jackie joined Lothian & Borders Police in 1989 and was posted to uniform duties in Leith where she remained until 1995 when she transferred to South Queensferry. There she performed both beat and community work and also represented the Force in a secondment to the Royal Canadian Mounted Police. Jackie was elected to the Board in 1998 and was appointed Assistant Secretary/Treasurer in January 2004. In July 2005 Jackie took over the role of secretary following the retiral of Ian Woodhead.
The Assistant Secretary/Treasurer is Constable Davy Cummings. Davy joined Lothian & Borders Police in 1984 after serving 18months as a cadet. After initially working in the old A division Davy has spent a good deal of his service in a CID role. He was elected to the Branch Board in 1999 as the CID Constables representative and appointed in his current role in July 2005.
David Grady the Chairman of the Branch Board is an Inspector who was appointed to Lothian and Borders Police in 1980. He served initially in C Division before being promoted to the Scottish Police College as Sergeant in 1987. David later served in Headquarters and B Division before a further promotion to Inspector in 1995 when he transferred to D Division where he was the response Inspector. David has served in A Division and in F Division as station Inspector for Craigmillar, Whitburn and Armadale. He has also completed secondments as Deputy Commander in the Netherlands and with the French Gendarmerie. David was first elected to the Branch Board in 1994 and has served the Inspectors Board as both secretary and Chairman. He was appointed to his current position in March 2005.
The Vice Chair is Sergeant Nigel Bathgate. Nigel joined Lothian and Borders Police in 1992 and was initially posted to ‘D’ Division based at Leith. He later served at Drylaw and South Queensferry Police Stations before returning to Drylaw. Before being promoted to Sergeant in 2004 Nigel was the constable’s representative for North and Leith. As a sergeant he was posted to safer Communities at Leith where he remained until November 2006 when he moved to Craigmillar. His uniformed postings have been interspersed with various secondments to CID and Autocrime Squads. Keen to return to the JBB he stood for election in 2006 and was successfully returned to North and Leith LPA to represent the Sergeants Board. He succeeds Cathy McLeod as Vice-Chair following her recent retirement from the Force.
